BULLHEAD CITY, AZ., November 08, 2023 – Businesses and individuals operating Short-Term Rentals or Vacation Rentals (STRs) within Bullhead City limits have until December 4 to become compliant with City Ordinance 2022-32, adopted by the City Council October 18, 2022, requiring STR’s to have a permit issued by the city. Anyone operating a short-term or vacation rental in Bullhead City is urged to visit bullheadcity.com/STRCompliance to create an account and apply for the necessary permit for their rentals.
“This ordinance has been in effect for more than a year now,” said City Manager Toby Cotter. “Many of our local Short Term Rental owners are already compliant. The City is now enforcing all provisions of the ordinance.”
Obtaining a permit to operate an STR in Bullhead City requires a $250 permitting fee, the property to be registered with the County Assessors’ Office as an STR, the property to be covered by one million dollars in liability insurance, a Transaction Privilege Tax number, and contact information for the City to reach the owner. Permitted STR’s are additionally required by City Ordinance 2022-32 to display a copy of the permit at a conspicuous location at or near the interior side of a common entryway of the rental property. Short-Term Rental operators must reapply for their permit(s) annually.
Short-Term or Vacation Rental owners who are not compliant with the ordinance by December 4 will receive a first notice of violation. Continued non-compliance may result in fines and other penalties, including a fine of $1,000 for every month that the Rental operates without a permit.
“We have software that shows us every short-term or vacation rental operating within the city,” Cotter said. “Some individuals and businesses may think we don’t know what they’re up to, and they’re going to receive an unpleasant surprise when they receive their first notice of violation.”
The Bullhead City Council adopted Ordinance 2022-32 in October 2022, just a month after the Arizona State Legislature passed a new measure allowing Arizona cities to enact limited regulations on short-term rentals.
“This ordinance addresses many of the concerns the public has with short-term rentals in the city,” Cotter said. “It ensures that short-term and vacation rentals are not exploited for use outside their intended purpose, it ensures that property owners are paying all appropriate taxes, and ensures that law enforcement has appropriate contact information for all Short Term Rentals. Most importantly, it protects the neighborhood from unlicensed and unregulated homes.”
